Simon Hegarty was appointed Chief Executive of the NZ Horticulture Export Authority (HEA) in September 2005.  He has a degree in Agricultural Commerce (in Marketing and Finance) from Lincoln University.

From a farming upbringing, his background is in the NZ food production sector in various advocacy roles relating to market access and trade facilitation on behalf of export sectors.  His commercial experience includes working with primary sector clients over a 4-year period with a Wellington based agri-business consultancy.  This involved hands-on land use project management as well as sector and corporate strategic advisory services for a range of corporate and Government clients.

In his role with the HEA, Simon is responsible for administering the HEA Act which includes industry liaison/representation on trade barriers and their removal.   His considerable skills and experience in the trade access and market development arenas have resulted in him being a key industry strategic contributor to various FTA negotiations, resolution of wider market access issues, and industry sector strategic market growth initiatives. His recent in-market experiences include trade missions to Indonesia (2012) and China (2014) and participation in trade fairs. He is a member of the Plants Market Access Council (PMAC) – a Government/industry partnership advisory group and an informal pan-sector food and beverage export group.
